Eugene was born and raised in Guelph, Ontario.  He attended the University of Western Ontario and graduated with a degree in Honours Biology.  Eugene then attended Law School at the University of New Brunswick was the recipient of the Starr House Scholarship and the New Brunswick Trial Lawyer's award in 1995. He was called to the Bar in New Brunswick in 1996 and was called to the Nova Scotia Bar in June 1997.

 

Eugene has a general practice including civil litigation, criminal law, property, commercial transactions, administrative proceedings and immigration law. 

 

He is also active in the community and has been a director of the Maritime Conservatory of the Performing Arts, the North End Community Health Clinic, the Chinese Society of Nova Scotia and the Dragon Boat Festival. Outside of work, Eugene coaches high school volleyball and plays trombone in the Chebucto Big Band.

In 1883 John A. Snow opened a funeral home on Argyle Street in Halifax. From that location he served the community for almost ninety years through disasters such as the Titanic disaster and Halifax Explosion. In 1972 John A. Snow great grandson of the founder saw the need to move to a location that would better serve a rapid growing community. In October 1973 a new funeral home was built on Windsor Street.
